Heinrich Himmler wanted to expand the Waffen SS in 1939, with foreign military volunteers.  Enrollment began in April 1940.  Two regiments were created.  The Waffen SS Regiment Nordland, or Nordishe Division Nr 5, which included the Danish, Norwegian, Swedish and Icelandic volunteers, along with the Westland regiment which was for Dutch and Flemish volunteers.
